Issue Title: Neural Phaser in easy mode only KOs for 1 turn

Issue Description: The neural phaser says it KOs for 2 turns, but at least when it's used as a reaction in easy mode, it only KOs for 1 turn.

Steps to Reproduce: Play easy mode

Set an overwatch with the neural phaser

Have a guard walk in front of you and shoot him

The guard will only be KOed for one turn.
