Issue Title: Previously discovered cameras inaccessible in Incognita when they activate

Issue Description: At the end of security cycle 1, new cameras becoming activated can only be hacked if you have a LoS on them. Previously discovered cameras can't be hacked until you either establish a LoS on them again or they become fully active.

This is especially noticeable when hacking camera database. If you hack it BEFORE end of security cycle 1, you won't be able to hack any non-LoS cameras anyway. If you hack it immediately after end of security cycle 1, but while cameras did not activate yet, you will be able to hack all cameras right away.

... Which also brings up a question... If these inactive cameras are detectable via the Internationale's wireless scan anyway, and are apparently activated remotely, WHY can't they be hacked before activation?

Steps to Reproduce: Best way is to find a camera DB, and hack it before or immediately after end of security cycle 1.

Also, just visually detecting a camera prior to end of cycle 1 works, too.
