Issue Title: Bribe to reduce alarm by 3 doesn't work when alarm < 3

Issue Description: I won the console "bribe" coin-flip that reduces your alarm level by 3, but my alarm level was not reduced. I suspect this is because I had only one point's worth of alarm. (Level 0 alarm with just 1 block -- first move of the level.)

Steps to Reproduce: I don't have the means to test and reproduce this without wildly good luck. My guess about the cause is in the issue description.
