It seems like they don't retain their repaired status between sanctum resets, so all repairing does is waste the orb and cause you to lose out on the fragments. I thought the whole point of repairing the stones was so that on future clears you could skip out on doing the puzzles. I assume this is a bug, because there's genuinely no reason for it to work like this.

I would not be surprised if something from part 2 becomes the new crafting ingredient for orb fragments. I choose to believe this because, as you say, it makes absolutely no sense to repair them now. The only reasons to return to the sanctum come from resetting which breaks the waymarks.

At this point I wanna see what they do in part 2, then we can evaluate the whole thing. Feels like a lot of placeholder mechanics in play at the moment.

In general this is why I haven’t liked the 2 part updates very much. Part 1 doesn’t really do a lot for me since I know almost everything about it is unfinished and part 2 is when the update will finally feel finished and whole. How am I even supposed to feel about a bunch of mechanics that currently build up to nothing and placeholders that won’t be reminiscent of the final product? It just makes the game feel kind of unpolished.

This 2 part update feels super different from the others though, hostile takeover and ancient echoes both felt like they at least had the core of the update finished in their part 1 and part 2 just refined them for the most part. This part 1 is like if we built the arena for warbot, killed the celestial revenant, and got told that we can fight warbot in part 2. This update just feels pretty off to me, and I wouldn’t feel that way if the update released fully instead of the content being backloaded into a part 2

Yeah, I don't feel eager to jump in and try the new content for this reason. I think I wouldn't care as much if this wasn't shaping up to a climatic ending for Charlie's questline. 

I don't recall if they've said anything about portation orbs changing for part 2, just that resetting the sanctum will eventually be tied to a shadow rift boss instead of Fuelweaver. I don't think it's a bug, because during the beta, sanctum markers stayed repaired even after resetting the sanctum... and then they patched that so you weren't basically locked out of being able to get fragments if you already repaired all the markers.

They're in a strange spot right now.

Eh, I'd agree if the guard towers were actually rift content, but you can fight them as early as activating the archives. Meanwhile, the revenant is directly followed by WARBOT. The keystone trial just feels like an extra step towards the shadow finale that is, weirdly, early-game and totally lunar.

this statement is precisely why i really, really didnt like this update very much. i hope part 2 can surprise me but my expectations are low.

The first sanctum clear is the only thing accessible pre-rift. You get one guard tower kit and 21 orb frags, then you gotta wait to open the shadow rift. All of part 2 is gonna be post-rift.

I actually appreciate that more of the progression can happen pre-rift, considering how long and season-locked the process of fighting all lunar mutant bosses can be.
