Okay, first you need to find the unknown duplicant, she appears in 3 places (and will be in all of them simultaneously, so you can actually do them in any order), though the natural order of locations in terms of distance to the printing pod is salt water, polluted water, polluted brine.

The first trade is 200 kg of pearl in exchange for 1 gasket and 2 flue coral seeds. DO NOT give her this early on (unless you have easy access to glass or diamond). Use your first pearls to make wide hydroponic farms for Clampiums to grow pearl faster. Give her some pearl once you have like 4-6 Clampiums making pearl and have enough domesticated flue coral to be happy. It's a mostly pointless reward as it's easy enough to make your own gaskets, you onlyneed the liquid reservoir tech for the gasket pattern, and either the juicer and metal refinery techs to make rubber from gum palms, or dig down to get free plastic from wild Tubila (easy to do on the small Spaced Out map), none of the tech requirements are more than supercomputer.

The second trade is 36,000 kcal of Sushi roll for 1 gasket and 2 gum palm seeds. Again, don't bother pursuing this trade with any urgency, the reward is thoroughly pointless. You should have 2 wild gum palms, you can domesticate them and use Farmer's touch if you need faster gum production.

The third trade is 10 kg of Caviar for 1 gasket and I think 2 Tubila seeds. This is actually pretty easy and cheap to do (assuming you are aggressively pursuing research - it's more research-gated than anything else once you have the aquatic milking station it's easy enough to milk a seahorse), though she's the least accessible. Believe it or not, it's another thoroughly pointless reward so just do this one at your leisure.

After you've completed all 3 trades, you get Minnow herself. Believe it or not, she's pretty pointless as a reward. She comes with Swimming I, no skill points, no attributes, the "Free driver" special ability which lets her hold her breath a lot longer, mostly, by the time you've done the sushi trade, your duplicants will be way better than she is, she'll be crawling around like a geriatric sloth.

So for the most part, just treat this as a victory condition, not something to do for rewards. None of the trades are remotely worth doing in terms of the value of what you get back.

I know this step involves the data bank research. I tend to dread it, but maybe it's not as complex as I think it is?

I know there's a building that allows you to craft data banks using plastic, but it can only be placed in a rocket interior; do I have to be flying in a rocket to use the building?

Alternatively, I may need to inevitably experience rocketry legitimately, which is something I've never done before; any beginner tips on that?

As of recently it's gotten way easier to get databanks. Like just using the telescope to scan the space map drops databanks. Combined with the other sources of free data banks you get a few techs easy.

As for the orbital lab that convert plastic to databanks, they're also quite easy. You just need to launch into orbit on a CO2 rocket (no need to go anywhere), dupes can wear their atmosuits so you don't need any life support, have a toilet if you like so they don't soil their suits, for power I usually use a coal generator in a Spacefarer. Land the rocket when you get a suffocation warning.

How do I obtain meal lice?

I'm actually stuck at this condition.  I _still_ haven't been able to make liceloaf for the sushi.  I guess its time to use the teleporter and see if any mealwood is on the next asteroid over.  Or unlock the printerceptor.

There are normal forest biomes on Aquatic maps so just dig around until you find one.
