Add the elastispacer's effect to the Howlitzer

The main issue the Howlitzer has (besides hound teeth taking a while to accumulate a lot of without varg farms) is the fact you can only store 40 teeth in the weapon at a time. That's only about 20 seconds of attacking with it before you have to reload, so if you want to use this weapon a bunch, you have to give up a lot of inventory space carrying around hound teeth.

If it was given the elastispacer's effect of increasing how many items can be stacked in 1 slot, it'd be a lot more viable as a weapon as you could now put all your teeth into the Howlitzer and simply carry it around without having to give up several inventory slots.
