Does anyone know which new plants can mutate and which can be planted by pips in some way

They can all be pip planted. The ones that can't produce seeds like the decor ones/flue coral can't produce mutated seeds for obvious reasons. Tower kelps don't produce mutated seeds as they're similar to ovagro nodes (seeds come from fruit on its "vines", and have a 1/8 seed chance multiplier).

Note all the plants have relatively low radiation tolerance, which is good as it is tragically challenging to provide the necessary radiation in liquids.

this is true but seems there's one more condition for wild planting the starnacle, they requires a natural backwall
