This adds a certain thrill to the game, much like spices enhance the flavor of a dish in a restaurant. Which, let’s say, is already sufficient in the game. I don’t see any other meaning in this. Why was it necessary to change the established mechanics from the original game (when polluted water evaporates into polluted oxygen, and ordinary water does nothing). If the player allows puddles of water everywhere, there will be chaos. If there are neat closed pools instead, at least water vapor won't be flying all over the base.
