Salty Dog should drop their salt when on board

Currently Salty Dog only gives you salt when hopping on a land tile. And I think Salty Dog should do so also on a boat.  Considering how easier to get salt due to the introduction of large drying rack, I think it would be ok to make Salty Dog slightly more viable and reliable source of salt while sailing.
