I am not sure whether it was this way from the start, but I am currently doing an all-bionic classic start with the dupes permanently in suits. I found in order for the beach-chair to work reliably, I have to give them 13 (!) green downtime tiles in sequence. This is still with balm and max skills.  With less downtime, I always have some dupe that did not get the buff. I also observed that while mostly dupes stay on the chair when downtime runs out, some do not. 

Does anybody have similar experiences or got the beach-chair to work reliably with less downtime for bionics? Any idea what I might be doing wrong?

I've also found beachchair to be difficult to integrate into Bionic playthroughs. I haven't thoroughly diagnosed the issue, but bioinics seem way less committed to using a recreation building during worktime with many more things that can cancel the "errand" and it also being difficult to get boops to take care of their needs "in advance".

My solution has been to just accept this is the way things are and only use fast duration rec buildings (e.g. the four which provide a 3.95 cycle buff).

In theory because the Beach Chair provides an 11.95 cycle buff, what you COULD do, is use a schedule which has 12 cycles of work, and then 1 cycle with a huge downtime block when they can use the Beach Chair. A problem with this is the Beach Chair is higher priority than the nice fast usage recreation buildings, so boops will still want to start using the Beach Chair, unless you block it off in some manner when they shouldn't be using it. So the presence of the Beach Chair will suppress using the Arcade Cabinet etc. As such you'd probably use the Beach Chair instead of providing other recreation options, like they only have Beach Chairs for average about +7.5 morale, instead of having a bunch of fast usage recreation buildings for average nearly +9 morale.

One wonders if the developers intentionally made boops difficult to optimize schedules for, because of the principle that in ONI there always has to be a fly in the ointment rather than being given perfect solutions.

I think I may have found something that works: A 3 tile downtime every cycle. This kind of defeats the bionic schedule, but stress from missing the buff is not restricted to 1 cycle instead of 3. And, interestingly, they now seem to not run from the beach-chair while it is in progress anymore. 

I really only have problems with boop stress when they're stepping in and out of liquids.  Give them a bed to defrag on, put a table in the Great Hall for them to swallow their batteries, give them new lube, and you're up to 24 morale.  They only need like 15 with all their skills filled.  Add something like salt shakers to the tables and now you're +10 morale over max skill needs, so you should still trigger the overjoyed responses.

**EDIT: Oops, I forgot my dupes are also regularly running through a Nature Preserve for another 6 morale.  Lets see.. a couple of party line phones is +2, jukebox is +2, arcade is another +3.. Yeah, 24 morale without the nature preserve.

I agree that it is doable. And even having one occasionally on the massage table is not that big of a deal. The unreliability does bother me though.
