Horror hounds/permafrost pengulls are a result of animals dying in proximity to the lunar island/a moonstorm, being mutated by the lunar energy in the air, and having their bodies torn apart and reanimated in the process. Post-rift gestalt-possessed mobs on the other hand are regular non-living corpses in non-lunar areas, which a gestalt proceeds to inhabit as a vessel, cause that mob's biology to react to their presence in chaotic ways, and puppet it around for fun. They're incredibly different concepts, they just both have the theme of "lunar energy does something weird to an animal."

...or klei just didnt hammer the idea down before host of horrors...

Hmnnn....that's also true, but maybe it's far better with another item? Because again, what gameplay purpose serves having bath bomb being craftable in the orb? Why should I craft it in monkey's island or dragonfly's desert?

There are thematics at play here that cleanly split these mutations into two categories, and to present it as arbitrary feels very reductive of those thematics. It's like saying that the Ink Blights seen post-rift don't have any thematic differences behind their visuals, and that Klei is just arbitrarily making some shadows opaque with red accents because they hadn't finalized how they wanted shadows to look until now. Sometimes the curtains are just blue cause they're blue, yeah, but more often there is intent and reasoning behind design decisions like this.

You can restore the freshness of a Lune Tree Blossom by crafting and Deconstruction Bath bomb. 10/10

I thought it could duplicate Lune Tree Blossoms by using Const+Decon, but this update that the materials required for Bath bomb have been discounted so even that's no longer possible lol.
