The Electrification Circuits do deal electric damage, as they gain the damage modifier of 1.5. They actually deal only 20 damage, but against basically everything, it's actually 30 due to the dry multiplier. (I think it was everything but WARBOT up until this beta.

It's possible it's an oversight or a bug. It would be really weird to intentionally omit an incredibly weak character item from the shock state benefit.

We have no way of knowing whether anything was done intentionally by dev or an oversight. Because there is no such thing as "electric damage" at all, they just gave bunch of unrelated content a similar names.

I agree, that's usually the case, but when it comes to the electricity damage dealt by a player specific, I think it was pretty consistent, with most weapons and effects following the exact same damage formula, which is 1.5x for a dry target and 2.5x for a wet target. Am I wrong?

I think for goat jelly it’s 25%

I'm pretty sure it's 1.5x and 2.5x, respectively. Maybe you're confused it with chili, which is 1.2x?

Im not sure I always though chili was 20% and jelly was 25% maybe it’s even stronger than I thought.

Unfortunately it's pretty inconsistent right now. See here
