It's my understanding/headcannon that Maxwell's deals were a Monkey's Paw situation, where he gives them superhuman abilities in the form of what they ask for, but they get pulled into the Constant. For example, Webber could have asked to be with his family again, but Maxwell gave him the ability to be with the spider's family. Wigfrid asked to be in the spotlight, making the world her stage. Maxwell's deal made her into what she is in the Constant.

Under this assumption, I'm guessing Maxwell told Warly that he can make his cooking bring out the best in anyone who eats it. Warly, assuming that his cooking could be used to bring his mom's memory back, accepted the deal, and got pulled in. My hope was that maybe time doesn't move outside of the Constant, but Wagstaff shows that it does, so Warly's mom either died alone, or was found by someone.

"Time moves differently in the Constant. Instead of a monotonous forward march, seconds and eternities seem to throw caution to the wind and do-si-do backwards and forwards as they please." --Loading Screen Tip

It's completely unpredictable. IIRC, some of the survivors are from different time periods to begin with. In the best case, Warly could return at the exact moment he left.
