I think because of the longer intervals between the major updates, Klei sprinkles these smaller updates in between to keep the players happy (also by giving some goodies like Klei Points and a login reward). And since there are also Cawnival-related skins, this update seemed to have been in the works for a while. So no, Klei didn't need to be reminded, they just had it scheduled for this Thursday (3 weeks after the last bigger content update). Also note that summer just started last month, so the timing fits.
