I think sea content only being fun for a single character would be a flaw (if you find it boring, i don't). And how useful would a character with perks about just a portion of the game be? 

player boats are never, ever happening in DST, including the surfboard, because almost every single sea DST mechanic checks for the cookie boat you're on.

It's a miracle they allowed goose woodie to walk on water at all.

Ocean is a huge part of the game.

Pretty sure Klei can whip up a coding workaround in no time.

I dunno man... people always shoot down my ideas on the forums then klei implements them or a similar idea to what I've pitched to great success in the larger community... 

Klei I'm telling you as a DST whale who wants to find good reasons to buy skins and give you money...Walani would bring a lot of nostalgic from don't starve shipwrecked also now with all the updates to ocean content, has a place in DST, she looks cool, bland enough to adapt her easily to DST gameplay, cool sailing soundtrack all ready to go!

Easy win. Just take the easy win!
