Would Klei official forum tolerate a cheater?

I've just heard something from randomly gossip. Which said that there was a cheater who once trying to fool every others in a Klei official competition event before. (The tale said that this cheater was trying to win a random seed speedrun by using a specific seed map)

And laterly someone told me that this cheater is still activated in our official forum.

Is that true? Was the tale a true story or some details of it was mis propagated? If the tale is true, was the cheater is still activated? The whole story was a bit surprising to me. I can hardly to take the whole messages of it. Which makes me posted this thread for potential messages, confirmation, and more gossips.
