Add an Engineering Room

With the recent update and the Power control station not having to be in a Power plant room, maybe it could instead belong to a new type of room.

An Engineering Room could contain industrial machinery (and other similar crafting buildings) that would either receive a speed production bonus, or a power reduction to their consumption. Buildings could include Power control station, Molecular Forge, Metal Refinery, Rock Crusher or Crafting table among others.

The power reduction could instead be the ability of the Power control station, so it lives up to its name, reducing the power consumption of all buildings in the room by a percentage.

With the Bionics DLC, this could also include maintenance buildings for the Bionic dupes as well.
