I've been thinking on it but I don't think the combined effects of tier 1 and 2 are particularly strong I'm beginning to think the better solution for the system and customization for it as a whole would be to make it so all badges only have 1 tier with the current combined stats but Woby's skill points would be dropped to 3 so you can pick 3 of the 5 skills at a time.
