Manual Generator power generation should be affected by Athletics

Note that such a feature would have to be implemented very carefully, to avoid breaking any existing base designs.

For example, a base might be designed to have a "hamster cage" with 5 Manual Generators hooked up to a 50 kW main power bus not directly (because aesthetics) but rather via a single 2kW wire and a 4kW transformer, and the room's illumination may be drawing directly from the same 2kW wire. Currently, this is guaranteed to be overload-proof, since each hamster wheel generates at most 400W, so the whole set generates at most 5x400W = 2kW. If particularly athlethic dupes can produce more power, then there is a risk of overloading the 2kW wire and breaking it. (Fixing this issue would require replacing the 4kW transformer with a pair of 1kW transformers - requiring more space and producing more waste heat - as well as redesigning the power supply for the lights.)

Conversely, if particularly non-athletic dupes produce less than 400W, other existing bases might become unbalanced with regards to electricity supply and demand.
