personally i wouldnt be if they change how weather works but has been the same since RoG with the addition of reworked thermal stone to make them easier

 

edit. I think you are only considering isolation instead of other stuff like being able to wear combos like backpack+tam+rain coat

The amulet is one of the only 4 items that actually reduces body temperature. Others like Eyebrella only delays overheat. 

In a multiplayer world where not everyone can get an eyebrella (you can now after Klei added the hostile flare, but it takes quite some effort to gather the stuff for everyone), some people are forced to use summer gears in lower tier. Having one chilling amulet in your inventory helps you to stay cool longer when you are doing chores. Plus the cost of the amulet is much cheaper than luxury fan and ice cube.

The chilling amulet is actually pretty good when used with the eyebrella. You don't have to wear it all the time, though. You just equip it long enough to cool down once you start overheating, then pick up your backpack. The eyebrella will keep you cool for a while after that.
