Not quite! As absolutely sick as it'd be though, they are horns. I assume its a vague play on 'horned toads'.
I checked the animation states, it looks like they're closed in a still image but in the animation itself, the horns are attached to the eyes which turn a bit. They don't move or animate in any other angles or animations much.

You can even see them more clearly in other official works here, too!

I also thought they were horns at first but my friend always saw it as a mouth, so I looked and from the attack animation it 100% looks like a mouth from the back.
