Wetness Overhaul

Wetness is currently pretty boring and semi-nonsensical, lets fix that.

Wetness should have a sliding strength to it, instead of a light drizzle getting everyone wet even with a grass hat the strength of the rain needs to exceed the players wetness protection to start generating wetness on them.

Direction the water is coming from should matter, most clothes are built to counter rain specifically, wearing an eye-brella shouldn't stop ocean water from soaking you though if you get splashed at sea. Effectively only chest slot protection maters for ocean based wetness or anything else that might be coming up from the ground rather than down from the sky.

Rain strength can exceed 100% strength during spring requiring the use of clothes stronger than just 100% protection, rework certain clothes to have over 100% protection, namely the eye-brella so it still fully counters the worst spring has to offer but the raincoat has to be combined with tree coverage, a rain hat, umbrella etc.

A few new wetness items to help fill out the specific niche's of the changed mechanics, more chest slot protection for example, maybe a sailors coat for ocean exploration giving a small sanity buff, warmth and good wetness protection.

Warly's fish codon blue gets nerfed to only raise wetness protection by 60%, still removes all current wetness but doesn't prevent it building back up unless the incoming wetness "damage" is under 60%
