Add some Scrap drop to broken machinery on moon quay?

Scrap seems to be becoming some kind of Wagstaff theme material, used on every Wagstaff items.

Except for only one thing: portal debris on the moon quay, which makes as if they were built by different people.

Let's fix this. Add some Scrap for them, its basically doesn't cause any other problems.
