Increase priority of critters to use Critter Condo

The critter condo is an interesting building, theoretically allowing a small amount of crowding in exchange for amenities for the critters.  However, when used with slicksters, they often don't have time to use it between eating and expelling waste, which makes the building a bit of a liability if used to add one extra critter to a ranch. 

I think that, with the slickster changes letting them eat more when hungry, that the slicksters should prioritize buildings like the critter condo and critter fountain over eating, especially if they are not starving.
