Fix Item Menus So They Don't Automatically Add New Item When Only One Item Type Is Selected

One thing that really annoys me is when I select for example Dirt to be placed in Storage next to the Musher at the very beginning of the game before unlocking Clay, the game will automatically add Clay thus stealing space from Dirt. This also goes for the de-bottler. I pick Water, unlock Polluted Water and Dupes are now dumping it into my fresh Water. The game should instead lock the player's choice, so they are not forced to go back to re-edit their original choices.
