Universe Modifiers ?

Universe modifiers could that be a thing  ?

 

What would it do ? it would change stuff on all planets, it would be things like
"waterless" - all planets, except the water planet, have every single kind of water geyser removed, may it be steam or slush. 
"broken printer" - printer will print dupes every 3 cycles for the first 50,100, 300, 500 cycles ? - if a dupe dies the printer prints 2 dupes.

"constant solar flare" - all buildigns that require power now require 2x the power, all buildings that generate power now only generate 1/2 the power.

Modifiers that modify the entire scenario rather then just individual planets.
