Planter boxes shouldn't consume resources when holding plants that don't meet growth requirements for one reason or another. Just checked a wheezewort to see that the phosphorite was going down by the second... And yes, it's stifled in case you're wondering... So please chime in and let me know your thoughts. Before you go all "that's the way it is" just take into account that farm tile does not behave this way, resource expenditure is frozen for them when the plant can't take it anymore.
