QoL balance thought about ping issues.

I host game with my friends quite often, Also myself play on pub server too.

However i noticed that due to performance issue that manytime people get in to my game or i go to pubs with ping>70, And sometime if their machine has trouble the ping would go hight >120 or so. 

Been said that, I had come to notice that there is a significant difference of speed when come to harvest food form cookpots, grass&twigs (the list goes on) between whether I am playing on my game or playing game on other people's server.

The balance idea is that, harvest/pick timmer would be reduced based on current ping status, for example when its ping is around 60, then the pick_timmer is reduced by 15%. And if the ping is >100, then the pick_timmer is reduced by 25-33%, its basiclly trying to add some trick that makes the difference between host/joined seamlessly ping-less.
