As far as I understand the mod downloads into your PC once and doesn't cause lag because isn't related to connection. And in this case this mod removes the graphic effect of snow on the floor, which would improve the graphic performance of the game instead. Try it, I tried it, even with a low-end PC and many other mods it works well.
