Chester linked with road's parameters ?

HI, it's an umpteenth subject about Eyebone spawn but maybe a case never mentioned before. It's the first time (after around 30 pre-generated worlds) i can find this eyebone. i know all usual tips (turn camera, roads, no night search, burn forest  ...) ...done. My particular case is that during the world generation phase I disabled the road creation (an error). So ... my question :

is chester's spawn indexed on the presence of roads ?

It can make sense because his spawn is often around roads particulary paved road and the only one world without road = impossible to find chester ... coincidence ?
