Can't seem to add an admin to dedicated server

I've tried looking at several web pages to determine what the issue is and where to put what. I can't seem to add an admin to my dedicated server. Any solutions?

You need a combination of the User ID you've put in there and the base64 Steam ID or whatever it was called.

In my XP it's near impossible to do this by hand, so the easiest way to do this is to ban your friend (preferably after telling him what you are gonna do :P ) and then move the generated string from the blocklist.txt to your adminlist.txt, since they use the same format.

I don't remember if you have to restart the server afterwards.
