Custom mod commission?

Hi! I have no idea where else to look, and someone suggested the official forums, so I'm asking here.

Every other artist I have seen are either closed, have not updated in two years, or are closed with a waitlist. {That may also be closed.}

What I'd like is:
-Character sprite (+ghost sprite)
-Custom "voice"
-Portrait
-and perks / coding.

Would anybody here know where to look or who to ask?

I am not asking for free, however, my only request is- if it's over 200$, could we set up a payment plan?

I could do atleast the code depending on how complicated it is

I would greatly appreciate it, if so! I'll list what I had in mind, and if it's okay or not-
