How to turn a gif file into a scml file?

I don't think what you are trying to do is possible.

you would have to use something to convert the GIF into a PNG sequence then recreate the GIF in Spriter which depending on the amount of frames in the GIF could be easy or very tedious

SCML files are just text. One could write a lua script to handle that with enough knowledge of the format.

please don't do this. All files are just text interpreted in different ways. Creating a peice of software that converts between two formats is extremely time consuming and requires a great knowledge of both formats.

as for the gif you posted, I'm guessing you want that minecraft enchanted weapon effect, right? I suppose importing each frame into spriter would work.
