tuxii
A submerged Atmo Sensor detects 0g gas pressure when any amount of liquid occupies it's tile. If the sensor is set to Below, then submerging the sensor sends green. It should always send Red (returning an error or null value) when submerged. Or it should go overpressure and break (I think 100kg liquid pressure should destroy a delicate sensor) rather than read 0g, which would mirror real life better as well. It also should be floodable but that doesn't make an appreciable difference.
