Change File Location

I recently got an external hard drive, and I want to move all of my games to that location. I copied the files to the external hard drive, and changed in Steam to have it only install and reference files from it, but whenever I load up Oxygen Not Included, it automatically creates a folder under Documents and references the files from there. Is there a way for me to change that so it references files from my external hard drive instead of doing this? If this isn't an option within the game, can it be added so users can choose where to put the game and the save files?

try "mklink /j" command in the console. not the game, but via cmd.exe in windows. it's well documented if you google it.
