It would work like this: It's a material that's solid when heated, but gaseous when cold Its operating ranges could be something like "below 0C go into gas, above 90C solidify". Basically operating a bit like reverse water What the material would let you do is spread chill like you can spread heat now - pour it over the cold biome and make it evaporate with chill that will go up, heat up and condense. It would make a neat reverse heat pump that way It could also be useful for sealing up areas that could get overheated - make it lighter than water and it can turn solid before the water starts steaming up, giving you some nice contained steam space It could also be a companion to Super Coolant for chilling stuff down to absolute zero - it won't freeze in the gas pipes because of getting too cold after all!
