Make empty bottles fillable with water

So they can be used in the similar way to water balloons - pouring the water inside to put out fires (although their reach radius from user would be smaller). Empty bottle is returned after use. This way empty bottles would have a natural and constant use that doesn't require interaction with hermit crab, as well as convenient way to sail safely in summer without having to build ice flingo on the boat when the space is already very limited.
