Gain 2 composure on 2 random friendly arguments

Sorry, don't have the name of this negotiation card as I've just used it but unless I missed something, it seems inconsistent with other uses of the random target cards as they've always applied to the lone target multiple times whereas this just gave my lone core argument 2 composure rather than 'hitting' it twice.

I'm guessing this is how it works in negotiation as opposed to combat but seeing as they're seemingly describing the same thing I feel it should differentiate between applying itself twice and hitting the same target, and carrying out its action once per available target.
