Allow setting maximum O2 storage for exo suit docks

Exo suit docks store quite a lot of O2 internally to use to re-fill suits when they're hung up. This should be configurable on the dock itself, so that if the player knows that a particular dock isn't used enough to warrant tying up that much O2 they can set a lower amount.
