Ultroman Posted January 30, 2019 Share Posted January 30, 2019 (edited) Either you're out of disk space on your C drive (unlikely) or the Mod Tools cannot install into the system folders e.g. Program Files (x86) because it lacks permission. Seems weird, though. That's one reason I always change my steamapps folder to NOT be in a system folder. Try installing the Mod Tools to another folder, perhaps on another harddrive partition or at least not in a system folder.
