Large blacked out areas all over map?

I'm not sure if this is a bug or not, but I suspect it is (I couldn't figure out how to post a bug). It's a new map, game is up to date. There are large blacked out areas, just like you get covering ruins but unfortunately these are not covering things, much larger and can't be uncovered at all. They are all over, some just covering large areas of gas etc. 

Ideally I'd like to fix it rather than start a new game, but failing that confirmation that it's a bug and a hint as to how to post a bug would be helpful.

Hi, welcome to the forums! That does indeed sound like a bug. Would you be able to create a new report on the bug forum, and could you attach the affected save file? Thanks! From there we can figure out how to proceed.
