The effect of the Anarchy skill

I think that the effect of the Anarchy skill is too low, because it affects only the money the agent steals from guards:

 

- Anarchy II > Anarchy III costs 500 $

- If a guard drops 100 $ the agent gets additional 25 $ per guard

- 20 guards to break even

 

- Anarchy III > Anarchy IV costs 600 $

- If a guard drops 100 $ the agent gets additional 25 $ per guard

- 24 guards to break even

You may think that, but Anarchy's use is beyond simply just getting cash from your enemies. Anarchy's use comes from being able to pickpocket your enemies without having to engage them. And besides, the further in the game, enemies start carrying more and more money, and it starts breaking even faster.

 

A little investment in Anarchy, even if it seems costly at first, is definitely worth it in the long run.

I always prefer to upgrade Anarchy to maximum first before start upgrading other skills (add inventory when necessary). It's not only about to break even, but to get you money back as soon as possible afterwards. The earlier you get the Anarchy fully upgrade the faster you can build your super agents. (Of course if you don't get your agents killed first...)

 

Taking money from the guards is not the only way you can make money, unlock safe, selling useless items, and complete mission all gives you a bunch of money to quickly reach break even point, even much more faster to build other skills. You will have more than enough cash to start building the third and the forth super agent around Day 5 depending on what mission you take first.

 

Once at maximum, you can get about 300 cash from a guard (number up and down depends on different guard), and get 1000+ on CFOs. You will also have more chances to steal more item from the guards, even the cheapest one gives you 200. With this, you will have greater chance to earn several thousands in a single mission which even allows you to upgrade a skill from basic to maximum.

 

Anyway, you will have unlimited cash as game progress, the effect of Anarchy only affect on your game play on early stages, where most challenges are there.

Yep, I fully agree with the OP on this one, the cash spent is better invested on gear, or stealth. By the time you've caught up on your investment money becomes a non issue for the most part, even without Anarchy 4.

Sorry, i meant that the effect of the Anarchy skill is too low in the story mode, because you can complete roughly 3 missions per day and the story mode ends after day 3.

 

I think the game should be balanced around the story mode and not around the endless mode.
