Berna and Hamish mirage friendship rewards are not retroactively given to players who had previously maxed out their friendship before full release.
Steps to Reproduce
Have an old maxed friendship save
Open on live version of the game, check Mirages for Hammer and Cannon
Mirage rewards are missing
