'Ice Storm' power does not save charges across rooms

This power loses all stored charges every time you enter a new clearing, if intentional this is not listed. (which hopefully it isn't)

Steps to Reproduce

Kill a frozen enemy with the 'Ice Storm' power equipped.
Enter a new clearing without consuming or using the powers charges.
Charges are lost upon entering the new clearing, despite not taking damage or using them.
