Ps4 split screen stopped working

I've been playing split screen for at least a year now and ive been unable to log in recently with both accounts. It stopped working in the last month. One account has ps+ the other doesn't and when I log in with the non ps+ account it forces me to only play offline.  I've tried different scenarios of when I choose to log in with each account.

Steps to Reproduce

Log in with main account and start game. Log in with second account when start screen is up. Get error message saying I can only play offline.

Does the first account (with PSN+) have the PS4 set as their primary console in the PS4 settings? This should allow both of you to play online.
