Cant give crabby hermit warm clothing attire

The "give" option is not present even though I'm right next to her. It was snowing and she was complaining about being cold and the give option was only available on my tam'o'shanter. Every video I've seen has them give her a body insulation gear not head gear. Even when trying to give her headgear my character (wormwood) will say shes busy and I cant even giver her that.
