Unable to build over abyssalite

when trying to build insulated tiles over abyssalite the dupes will deliver the materials but the dig errand seems to be broken as of the current live release. i play with mods but none that add to the material list for tiles or pipes. any thing i can do to help resolve this please let me know.

found the issue, my only dupe that has the skill to dig abyssalite cant build. sorry for the ticketimage.thumb.png.5ceeb99ab2aa2a330ace998c58033b9f.png

place blueprint over abyssalite

The problem is that the skill  is available. At one point iirc unconstructive dupe had the ability to dig the dig-build errands. I can't remember if it was fixed so they will not be able to dig dig-build errands anymore or if that ability was the fix and now it's the "bugged" behavior happening again
