Steam Mod Sub can cause Steam error w/ONI process

Steps:

Ensure conditions: 

- Have a Mod subscribed via Steam to ONI

- Make sure default browser is NOT open (tested with Firefox and Chrome)

- ONI is closed

Steps:

- open ONI, go past info screen

- click MODS

- on the Steam managed mod, click Subscription button (Manage Steam Subscription tooltip)

- let the default browser open up the subscription page (no needed to do anything with it)

- close ONI (either close Mods and use ONI Quit button or Windows UI upper right corner X)

Open Steam

verify that ONI is marked as "running" in your steam Library app list (note no ONI in task bar)

open Task Manager, note that ONI is not running

try to close the Steam process

Steam whines.

Info:

build EX1 56-448769 Windows 10, Steam up to date

Not a huge problem, but existence of it may mean other shutdown handshakes aren't happening and something in the mod/Steam handshake loop is off.

Forcing Steam to close anyway, despite the warning dialog cleans this up.

Edit: after unsubscibing to all mods, deleting contents of the local steam mod folder (I had no non-steam mods) and restarting this cleared up. Also the game updated to 448886 on one of the last restarts. So one or the other and it does not recreate now, even if I resub to a mod.

Edit 2: I resubbed to 5 mods and it's back! now on version 448916.

Edit 3: Verified files on ONI, asked Steam to delete its download cache. Situation unresolved: ONI still leaves Steam thinking it is running on exit if mods touched.

Steps to Reproduce

Steps are in bug description, but here is a bonus second way I just triggered it:

- ONI closed

- Have Mod(s) subscribed to via Steam

- Using a browser to access Steam, unsubscribe from a Steam managed ONI mod(s)

- Open ONI

- Get correct message that you are now unsubscribed from said Mod(s)

- Close ONI (in this case using windows UI "X" element)

back to ONI closed but Steam unaware state
