Solid nuclear waste emits zero rediation

Liquid nuclear waste emits radiation, to the point where compressing it yields massive radiation. However, "compressing" it via freezing does the opposite, making it completely safe. There should probably be at least some radiation for solid waste.

Steps to Reproduce

Solidify a large amount of liquid nuclear waste into solid nuclear waste.
