Sandbox Mode imports to Non-Sandboxmode Map DLC

The Sandbox-Mode from an other Map was active in an other Map where it was not selected.

Steps to Reproduce

I wanted to try out something and so I jumped out of my normal game-map and made a new Map to make some testing.

After I tested something out, I loaded the other game-map and all other Planets was revealed and I could activate the Debug with Backspace.

I could have sworn debug and sandbox are two different things, with debug requiring a text file to be edited to enable debug, which is a global change. You didn't create a file called debug_enable.txt?
